United Nations (UN) declared that internet access is Human Rights. Countries in the world is expected to not make a law that allows the termination of public internet access.

"Ensuring universal access to the Internet should be a priority for all countries," according to Frank La Rue, the official United Nations Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression.

The report explores the emergence of unfavorable trends in various countries related to the termination blocking internet connection. Termination of the connection between the other had occurred in Egypt or Syria during the political upheaval.

On the other side, many countries also often censor the Internet, among other reasons related to terrorism. However assessed, there is the possibility of censorship imposed only for certain purposes.

"Such law is often considered essential to national security or counter terrorism. However, in practice it is often used to censor content that is not approved by the government," wrote La Rue.

"All countries are required to ensure Internet access maintained at all times including in the political upheaval. In particular, countries are also advised not to adopt legal rules that allow termination of Internet access,"

But unfortunately all these demand a new form of recommendations that do not have to be followed by the government. Similarly, as reported by OSnews on Monday (June 06, 2011).
